The Emerald Hills Rehabilitation and Skilled Nursing Facility in Lynnwood, WA, began as a small job to address water intrusion but quickly escalated into an extensive remodel, including a bathroom and kitchen remodel. In partnership with the City of Lynnwood, Charter Construction performed several upgrades to bring the facility up to code.

The Challenge
The project encountered significant challenges due to code upgrades, scope creep, and the building’s age, impacting multiple trades from earthwork to electrical work. Many previously undisturbed areas revealed severe structural issues that required complete replacement. These problems were widespread, affecting the entire building. Additionally, we had to comply with a meticulous municipality that provided detailed guidance on the International Existing Building Code (IEBC).
The Solution
Charter Construction collaborated with facility representatives, staff, DOH, DSHS, and city officials to manage a complex project. Drawing from experience with Senior Living facilities, we advised installing a suspended ceiling in the corridors to conceal legacy wiring and sprinkler piping. The roof framing system needed to be raised by 6 ½ inches. We also implemented new drop-in LED fixtures, grid, and tile for improved lighting and easier maintenance.
Throughout the project, we adapted to changes required by code enforcement and the IEBC, creating field sketches and documentation for final designs to ensure continuous progress.
During our investigation of the water intrusion, we found significant dry rot in the hallway ceiling. Initially, the owner wanted to keep the facility open, but as the damage worsened, it became clear that closure and relocation of the patients were necessary. This decision ultimately facilitated a beautiful remodel and restoration of the building’s integrity.

Longevity & Improved Performance
Although the owner did not initially anticipate the extent of the work, our detailed investigation and adaptability resulted in an outcome that enhanced the building’s longevity and improved its performance for both residents and staff.
